Construction of Skill Development Centre, Faculty of Agriculture, Kilinochchi Campus, University of Jaffna

Scope of the Project: On a specific request from Government of Sri Lanka and recognizing need for assistance in the area of Higher Education, particularly in the field of Agriculture as a professional subject, Government of India agreed to assist in setting up of a Faculty of Agriculture at Kilinochchi. In the physical infrastructure, scope of the project included construction of “Centre for Skill Development” which envisaged : 1. Conference Hall (including Lecture Hall), 2. Computer Lab, 3.Library and 4. Sports Complex. The Government of India provided infrastructure facilities including the building, vehicles and equipment for the Faculty of Agriculture. In addition, the Government of India has also agreed to provide assistance by way of institutional support for curriculum development, faculty exchanges, training and research.

Construction of Civil Engineering and Mechanical Engineering Campus, Faculty of Engineering, University of Jaffna at Ariviyal Nagar, Kilinochchi

Scope of the Project :On the request received from Government of Sri Lanka, Government of India agreed to provide assistance for Faculty of Engineering at Kilinochchi, University of Jaffna. Under this project, a Conference Hall (including Lecture Hall), Laboratories, Administrative Office and staff room have been constructed for the Department of Civil Engineering and Mechanical Engineering. In addition, Government of India has also agreed to provide institutional support for the curriculum development, faculty exchanges, training and research.

Upgrading of 70 Child Development Centre (Creches) in Plantation area

Scope of the Project: On the request received from the Ministry of Livestock and Rural Community Development, Government of Sri Lanka, the Government of India agreed to provide assistance for upgradation of 70 Child Development Centres (Crèches) in the Plantation areas in seven areas to facilitate comprehensive child development, nutrition, educational environment for children during the working hours.

Renovation of Rabindra Memorial Library and Hall at Sri Palee College in Horana

Scope of the Project : Sripalee College has a longstanding linkage with India. The foundation stone of the College was laid down by the Nobel Laureate Gurudev Rabindranath Tagore in 1934 on the invitation of Mr. Wilmot A. Perera, founder of Sripalee. Based on the request of the Government of Sri Lanka, the Government of India agreed to undertake the renovation of Rabindra Memorial Library and Hall at Sripalee College in Horana. The project involved renovation of the existing library building and hall to upgrade it into a reference library and installation of computers and audio visual equipment.

DEMINING IN NORTHERN AND EASTERN PROVINCES

Scope of the Project: The civil war in the Northern and Eastern Provinces over the last three decades has led to contamination of the region by deadly mines which were a serious threat to the safety of the people living in these areas and those who were displaced during the war and returning back to their homes. Based on the request from the Government of Sri Lanka, Government of India deputed seven teams to facilitate demining of the affected areas. The Humanitarian Demining operation has been one of the most important activity in helping return of normalcy in North and East Sri Lanka. The aim of the project was to support the early resettlement process of 3,00,000 IDPs.

Artificial Limb Refitment

Scope of the Project: In keeping with its commitment to assist Sri Lanka in addressing various challenges related to the aftermath of the armed conflict in northern Sri Lanka, the Government of India approved the Project for artificial limb fitment camps in Jaffna and Vavuniyato benefit people who lost their limbs during the armed conflict.

Distribution of Bicycles to IDPs of Northern Province

Scope of the Project: Based on the request from the Government of Sri Lanka, Government of India accorded sanction to donate 10,000 bicycles to resettled families of the Northern Province to support their livelihood. Accordingly, 2,500 bicycles are to be distributed to IDPs of Kilinochchi, 2,500 to Mullaiteevu, 1750 to Vavuniya, 1750 to Mannar and 1500 to Jaffna district.

Supply of shelter material - GI sheets

Scope of the Project: Immediately after the end of the civil war, Government of India approved a Project to supply 10,400 Metric Tonnes of Galvanized Iron Sheets toInternally displaced people affected by the war as immediate relief for construction of temporary shelters along with cement which was sanctioned simultaneously

Supply of 20,000 MT of Cement for IDPs of Northern Province.

Scope of the Project: Immediately after the armed conflict in May 2009, Government of India felt the necessity to assist the Internally Displaced Persons by providing cement bags for construction of temporary shelters with the help of corrugated sheets supplied by the Indian Government

Supply of Agricultural Implements

Scope of the Project: Immediately after the end of the civil war in May 2009, Government of India approved a Project to supply basic agricultural tools to revive farming in the Northern Province which happens to be the primary occupation of the people.

Supply of Livelihood Packs

India supplied 2,50,000 Livelihood Packs to IDPs comprising of food, clothes, medicine etc as immediate assistance immediately after the war in May 2009

Centre for English Language Training (CELT) in Peradeniya

Scope of the Project: The India-Sri Lanka Centre for English Language Training was set up in Peradiniya, near Kandy to train English teachers and students. India and Sri Lanka signed anMoU on the establishment of CELT on 3 September, 2009. Under the MoU, the Government of India has appointed the English and Foreign Language University (EFLU), Hyderabad as the Technical Consultant for the Project and funded the deputation of two experts from EFLU for a period of two years to work at CELT. In addition, a digital language laboratory has also been set up with Government of India’s assistance. Earlier in 2008, Government of India had sent two batches of 40 English Language Master Teacher Trainees each from Sri Lanka for training at EFLU.

Renovation of Schools of Northern Province

Scope of the Project: Seventy nine schools in Kilinochchi, Mullaiteevu and Vavuniya districts which were affected by war will be repaired to facilitate better education to children of these areas.

NENASALAS

Scope of the Project: Government of India decided to support the Government of Sri Lanka in its efforts to spread Information and Communication Technology to rural areas of Sri Lanka. Accordingly, a Project to establish 40 Nenasalas (E-learning Centers) were established in Eastern, Western and Southern Provinces of Sri Lanka. As part of the Project, each Nenasala was supplied with five computers with UPS, one printer, one photocopier, one scanner, one fax machine, antivirus software, web-camera etc.

Distribution of Computers and Printers to Rural Schools in Eastern Province

Scope of the Project: Based on the proposal from the Chief Minister of Eastern Province, the Government of India backed up the project to distribute computers and printers to the school in the Eastern Province in order to enhance the IT literacy of school students.

Supply of Equipment to Siddha Faculty at Trincomalee

Scope of the Project: Based on the request received from Eastern University, Sri Lankathe Project was undertaken for setting up a faculty of Siddha Medicine in the Campus of the Eastern University located in Trincomalee to help students pursue a career in Siddha Medicine with exposure to the latest state of the art laboratories in this institute.

Supply of Medical Equipment to General Hospitals at Kilinochchi and Mullaitivu

Scope of the Project: Based on the request from the Government of Sri Lanka, the Project to supply 28 types of critical and non-critical high valued equipments to the General Hospitals at Kilinochchi and Mullaitivu was sanctioned by the Government of India with the objective to improve the medical facilities in the Government Hospitals.

150 - Bed Hospital at Dickoya

Scope of the Project: Based on the request from the Government of Sri Lanka, Government of India constructed a 150- bed hospital at Dickoya to help the Plantation Community. Under the Project a full-fledged hospital with eight quarters for doctors was constructed and medical equipment, chemicals and furniture was also supplied for the hospital.

Emergency Hospital

Two Emergency Hospital were set up in Pulmoddai and Vavuniya (Menik Farm – Zone I) from March to September 2009 at a cost of SLR 58.7 million. Both these hospitals treated about 50,000 patients and carried out 3000 major and minor surgeries.

Vocational Training Centres

Scope of the Project: Based on the request from the Government of Sri Lanka, Government of India has set up Vocational Training Centres at Hatton, Puttalam, Batticaloa and NuwaraEliya. The Project envisaged supply of equipment, models, vehicles, books etc to the VTCs, besides providing training to the master trainers in different trades.

Setting up of an Industrial Estate at Atchchuvely, Jaffna in Northern Province

Scope of the Project: As a part of its development partnership with Sri Lanka and in response to requirements projected by the Sri Lankan Government, India undertook a Project to rehabilitate the Atchchuvely Industrial Zone in Jaffna. India has been supporting projects for rehabilitation, resettlement and well-being of displaced persons in the Northern Areas. The project has been implemented under full grant assistance of the Government of India.The foundation stone laying ceremony was held on February 24,2013. Under the aegis of this project the following infrastructural facilities have been constructed : Package 1 - Construction of boundary wall, fencing, gates and entrance building Package 2 - Construction of internal road network Package 3 - Pipe laying, watertank, sump and water treatment plant Package 4 - Construction of service building and external electrical work Package 5 - Construction of waste water disposal system and landscaping Package 6 - Fire protection system and fire sump

RAIL BUS PROJECT

Scope of the Project: Based on the request of the Government of Sri Lanka and the Eastern Provincial Council, Government of India approved the Project so supply 10 buses for the Rail Bus Project to connect Batticaloa with Trincomalee. The Project aims to provide a quick and affordable means of transport between the Batticaloa and Trincomalee by converting conventional buses to enable them to run on rail tracks.

SUPPLY OF BUSES

Scope of the Project: Based on the request of the Government of Sri Lanka and the Provincial Councils, Government of India supplied buses especially focusing on different groups like school students, plantation workers etc The Project involved supply of 100 buses.

Setting up of nine Language Labs in nine Provinces of Sri Lanka(CELT)

Scope of the Project: Government of Sri Lanka requested Government of India to set up Language Labs across Sri Lanka. Accordingly, the project has been implemented as part of anMoU signed between India and Sri Lanka in 2011 for “Setting up of a Three-Tier English Language Training System in Sri-Lanka”. The objective of the project is to help enhance English language training infrastructure in Sri Lanka; impart training to English language teachers from schools, colleges and universities in Sri Lanka; upgrade their skills; and raise general level of proficiency in English language of various sections of society.

	Construction of a 200-bed Ward Complex at District Hospital, Vavuniya Scope of the Project: As part of its development partnership with Sri Lanka and in response to requirements projected by the Government of Sri Lanka, the Government of India undertook a project to construct a 200-bed ward complex at District Hospital, Vavuniya. The Project envisaged construction of a four-storied ward complex to improve the existing infrastructure of the hospital to meet the growing demand for better treatment facilities.The ward is a four storied building which includes two pediatric wards on the ground floor. The first floor consists of 100 beds while the second and third floors include male and female Medical Wards having 100 beds. The constructed ward complex, with a floor area of 3,955 sq. ft., comprises of Diarrhea unit, Canteen, Isolated rooms, Library, Examination rooms, stay wards and rest rooms for doctors and nurses. In the second phase of assistance under the Small Development Projects presently supply of medical equipment and furniture for this hospital has been initiated. Read More
	Supply of Fishing Equipment to old IDPs in Mannar Scope of the Project: In view of the extensive disruption caused by the armed conflict to fishing as a prime livelihood, Government of India approved a Project to gift 175 fishing boats with outboard motors and fishing nets to fishermen in Mannar district.The purpose of the project was to give an opportunity to the old displaced fishermen whose principal occupation was fishing by providing them the means of generating livelihood. 	Fishing Net Factory in Jaffna Scope of the Project: Government of India approved a Project in 2012 to for the development and expansion of fishnetfactory in Jaffna. The objective of this project was to increase the production capacity of the fishnet factory of the Northsea Limited and provide fishnet at reasonable price to the fishing community. Read More
	Assistance to Palmyrah Development Board in Northern Province Scope of the Project: On the request of Government of Sri Lanka, the Government of India approved a Project to supply laboratory equipment & instruments, chemicals, furniture and vehicles to rehabilitate, renovate and refurbish the Palmyrah Research Institute at Kithady, Jaffna, which had been badly damaged and abandoned for several years due to the conflict in the Northern Province. 	Renovation of Duraiappah Stadium in Jaffna Scope of the Project: Government of India approved a Project in 2014 for the renovation of Duraiappah Stadium under the India-Sri Lanka MoU on Small Development Projects.The stadium is a major landmark in Jaffna and named in honour of a former Mayor of Jaffna, the Late Mr. Alfred ThambirajahDuraiappah. The stadium was the main center of sporting activity in Northern Province but years of neglect due to ongoing civil war for three decades led to non-maintenance and abandonment of facilities. Its renovation assumed importance in terms of ensuring return to normalcy and to support sporting activity in the Province. It will assist in bringing normalcy of life to the Northern Province. The renovation of Duraiappah Stadium is a landmark project in Jaffna. The renovation work involved included (i) renovation of the Pavilion; (ii) Playground, Gym and Office; (iii) planting grass and underground water sprinkler system; (iv) construction of toilet blocks, fencing and gate; (v) installation of external lighting system; (vi) car park; and (vii) landscaping. 	Supply of 15 Trishaws to War Widows of Eastern Province Scope of the Project: The Government of India undertook a project on the request from Women’s Education & Research Centre (WERC), an NGO, for grant of 15 trishaws to the war affected women. The objective of this grant is to uplift marginalized women from the urban poor and plantation sector. Read More
	Supply of Seeds and Tools Scope of the Project: There was an urgent need for Agriculture Tools and seed material to revive farming in the Northern Province after the end of the conflict in Sri Lanka. Government of India approved a Project in 2010 to supply seeds and Agriculture Tools to be distributed among the resettled Internally Displaced Persons (IDP) farmers in the Northern Province.
