Capacity-Building Programme for Sri Lankan Officials on PPP Models & Frameworks
A 14-member delegation from the Government of Sri Lanka visited India from 23–27 February 2026 to participate in a specialised Training and Capacity-Building Programme on Public–Private Partnerships (PPP). The delegation comprised officials from the Presidential Secretariat and several key Ministries including Ministry of Road Transport and Highways and Ministry of Energy among others.
- 2. The programme was organised pursuant to the announcement made by Prime Minister of India, Shri Narendra Modi, during his visit to Sri Lanka in April 2025, under which India committed to offering 700 customised training slots annually for Sri Lankan professionals.
- 3. The week-long training programme was conducted by the Government of India at the Arun Jaitley National Institute of Financial Management (AJNIFM), Ministry of Finance. It featured a comprehensive set of technical and thematic sessions covering India’s PPP policy architecture, institutional framework, risk allocation mechanisms, project structuring, and sector-specific case studies including ports, shipping, metro rail and airport infrastructure. As part of the experiential learning component, the participants undertook a site visit to the Noida International Airport at Jewar, a landmark Greenfield airport project implemented under the PPP model.

The programme contributed meaningfully to strengthening professional competencies, promoting knowledge exchange, and deepening institutional and government-to-government linkages in the PPP sector between India and Sri Lanka, reflecting the shared commitment of both countries to capacity building and people-centric economic cooperation.
