India–Sri Lanka Strengthen Ties Through Public–Private Partnership Dialogue

The High Commission of India in Colombo in collaboration with the Ceylon Chamber of Commerce and the Indo-Lanka Chamber of Commerce & Industry, organised an event on Public Private Partnerships, titled “PPP: Partnership & Prosperity for People” on 4th November 2025.

  1. This event supports the efforts being made by the Government of Sri Lanka to implement a PPP framework in Sri Lanka. The event commenced with welcome remarks by Mr. Bingumal Thewarathanthri – Vice Chairperson, Ceylon Chamber of Commerce, followed by opening remarks by High Commissioner of India, H.E. Santosh Jha. Dr. Sulakshana Jayawardena, CEO, National Agency for Public Private Partnership & Director General, Corporate Affairs Division, Ministry of Finance provided an overview of Sri Lanka’s envisaged PPP framework. Hon. (Eng) Kumara Jayakody, Minister of Energy and Hon. Hanif Yusoof, Governor Western Province & President’s Special Envoy for Foreign Investment also joined the event. 

  2. The event brought together key government leaders, private sector leaders, think tanks, media and development partners to discuss pathways for unlocking Public–Private Partnership (PPP) frameworks and driving investment across priority sectors such as Ports, Aviation, Energy, Education etc. The event fostered meaningful dialogue on creating an enabling environment for sustainable economic growth and innovation. It also emphasized the importance of collaborative action and policy coherence to ensure long-term national development.

  3. This event is in continuation of the visit by a delegation of Department of Economic Affairs, Ministry of Finance, Government of India held on 27-28 October 2025, which conducted detailed discussions with senior officials of Government of Sri Lanka on PPP framework. The delegation was led by Shri B. Purushartha, Joint Secretary, Infrastructure Finance Secretariat, Department of Economic Affairs, Ministry of Finance.

  4. They had detailed discussions with a delegation led by           Dr. Sulakshana Jayawardena, CEO, National Agency for Public Private Partnership & Director General, Corporate Affairs Division, Ministry of Finance. They also met Dr. Harshana Suriyapperuma, Secretary Treasury and Mr. Duminda Hulangamuwa, Senior Economic Adviser to the President, to exchange insights on strengthening institutional collaboration and accelerating investment opportunities.
