Invitation for selection of agency for conducting e-auction of FM channels in FM Radio (Phase-III)

On behalf of the President of India, the Ministry of Information & Broadcasting invites Proposals from companies registered in India under the Companies Act, 1956 or a foreign company incorporated in a country outside India or a joint venture of such companies or a consortium of such companies having a registered office in India and having sufficient resources, technical knowhow and experience for selection as agency for conducting simultaneous ascending e-auctions of 839 FM radio channels in 294 cities in India, on Lump sum fee basis.

2. WEBSITE

The Government of India, Ministry of Information & Broadcasting, has placed the detailed RFP enumerating the scope of work, eligibility criteria and other terms and conditions etc. on its website (www.mib.nic.in) and will use this website as principal means of giving general clarifications, if any, or intimation about changes, if any, in the RFP etc. Similarly all relevant documents such as the detailed policy guidelines dated 25.7.2011 regarding expansion of FM Radio Broadcasting Services through private agencies, Performa for technical & financial bids, Performa for EMD & PBG, pre-contract integrity pact, agreement with e-auctioneer, etc. are also available at www.mib.nic.in. All prospective applicants are, therefore, advised to visit the website as frequently as possible to remain fully apprised of latest developments.

3. DEADLINE & SUBMISSION OF RFP

The Bidder shall submit the proposal complete in all respects together with requisite information and annexure(s), as required, in a sealed cover super scribing “Bid for selection as Agency for e-auction of FM Radio channels under FM Radio Phase-III” and the “date of opening” so as to reach Ministry of Information and Broadcasting on or before 1430 hrs. (IST) on 20.06.2014. This can be sent in one of the following manners:-

3.1 By dropping into the Tender Box kept in Room no. 415, B–Wing, Shastri Bhawan, Dr. Rajendra Prasad Road, New Delhi – 110 115. Sh. Siby Verghese, Section Officer, Ministry of Information and Broadcasting, shall be in charge of Tender Box.

3.2 By Registered Post / Courier at the following address

Dy. Secretary, Room No. 710, Ministry of Information and Broadcasting, A-Wing, Shastri Bhawan, Dr. Rajendra Prasad Road, New Delhi-110 115. 

The Government of India shall not be responsible for any delay, loss or non-receipt of bids by post. The bids received after due time and date shall be summarily rejected.

Ministry of Information & Broadcasting, Government of India may, at its discretion, extend this deadline for the submission of bids.

4. APPLICATION FEE

Bidder shall also submit a non-refundable application fee of INR 50,000/- (Indian National Rupees Fifty Thousand only) to be paid through Demand Draft drawn on any scheduled bank payable at Delhi in favour of ‘Pay and Accounts Officer, Ministry of Information and Broadcasting’ New Delhi, along with the RFP.

Note: Ministry of Information and Broadcasting reserves the right to reject any or all offers at any stage without assigning any reason.
